WHYR

96.9 FM WHYR is a low-power, all-volunteer community radio station in Baton Rouge, Louisiana.  They originally applied for an FCC license in 2000 but didn't go on the air until 2011.  This was partially due to "an unaffiliated entity, who also applied for a permit in 2000 but did not receive one, filed unauthorized documents with the FCC to transfer control of WHYR-LP to them."  Stealing someone's operating license sounds crazy and impossible but it happened.
